13 year old with rash on arm

My 13 year old daughter has had a rash on both her arms for over a year. The rash causes small, itchy, red bumps from her wrists to her shoulders of both arms (there are hundreds of these bumps). Her primary care doctor looked at it when she first got it and said it was some virus and there was nothing he could do about it. I accepted that answer at first but the itching is constant and intense. She itches until she makes large sores on her arms and these are leaving scars. Everyone at school makes fun of her because of the way her arms look. Does anyone have any ideas of how to help her?
