3 month rash and pain

About 3 months ago i had unprotected oral sex and brief unprotected sex with a girl. About 10 days later i started to get a rash develop on the perimeter of the base of the penis glans (glands) (where the glans (glands) is attached to the shaft). It look like tiny little soft red bumps that disappear when i stretch out the skin to the area. They dont look to have fluid in them. They seem to get more inflammed after exercise and after friction. The pain in the right testicle and at the point of the rash is a constant aching, quite strong and has been for 3 months.It is not itchy, just a constant tingling pain.
After 2 months of rash and pain i got itchy testicles, the veins on my testicles became pronounced and hair follicles 'swelled' like they were infected but no puss. I also developed an itchy butt at the outside of the cheeks where the 2 meet. I also got a number of small painful ulcers on the side of my tongue and my top lip has developed tiny white bumps where the lips meet together.
My local GP visually inspected the rash on my glans (glands) (at the time it was not as inflammed as usual) and said it was 'normal'.She also said that the activity in my mouth was 'normal'. I got a STI test (inc. herpes blood test) and came back negative 3 days later.She said it was candida and gave me some 1% Clotrimazole cream. I am uncircumsised so she said it is probably a build up of bacteria. For 2 weeks ive been applying cream but if anything it has made the rash worse.The pain in my testicle and at the point of the rash remains.
Its been 3 months and the rash and pain have not gone.One explanation i can find on the net is herpes but rash has been there for 3 months (too long?) and negative blood test. Should I be retested? I have looked on the net and it sounds like it could also be lichen planus (i.e. with mouth ulcers, and inflamed hair follicles) but the rash isnt coarse and angular like photos i have seen, they are red/purplish smooth bumps about 1mm in diameter.any help is much appreciated

We shall give our best to help you but visit to a dermatologist is a must! You have been experiencing persistent, disseminated lesions and subjective symptoms of variable character for three months.

Based on description you provided, differential diagnoses include (but are not limited) to: candidiasis, lichen planus, aphtae, herpes simplex (with superimposed bacterial and/or fungal infection), eczema, psoriasis inversa, etc. You had an unprotected sex followed by development of non-resolving genital and oral lesions (appeared 10 days later and still present), so performing the complete STD panel is absolutely justified.
