3 month rash

About 3 months ago - I found a small red oval near my belly button. It did not itch and was not raised. Soon I found more small red dots like freckles appearing on my legs and around my lower stomach and inner legs - these red dots began to merge together around my middle section forming a large rash.  Soon my lower legs began to swell and retain water. I went to the doctor and he put me on a steroid pill, and UV treatment - nothing worked. He even gave me Chemo pills - which I didn't want to take. My rash has now spread to my armpits and his splotchy and brown. I am still retaining water in my ankles and now my legs are starting to itch.
I am 28 years old and in very good health - I have only had one sexual partner my husband and I am not sure what this rash is, what is causing it or what kind of a doctor I should try to see - the dermatologist I went to is the leading one in the area, and head professor at a prestigious medical school.
