A Large patch of skin on testicles that is very dry and scaly on a child

My small cousin has a large patch of skin on his testicles whis is very dry and flakey, not scabby or raw just flakey, he says that it does not itch and it does not hurt.  Just wanted a little insight did not know where else to ask.

Thank you for any help that you can give.

Christine:

Scaly patches on the testicles are usually eczema.  Have him try over-the-counter hydrocortisone (1%) twice a day for a week.  If that fails, try asking a physician for a prescription-strength one.
