A red bump on my 2 year old's bottom lip.

I have a 2year old boy who has an elevated bump on his lower lip which is approx.4mm, non tender, red but sometimes becomes white and h has never had it before. He has had it for the past 3 weeks. He does not seem to be in any discomfort even if i touch it. Could you please kindly the problem is, how can I treat it and how can I prevent it

If it's lasted that long, it isn't a herpes cold sore, and it doesn't sound like one anyway.  I don't know what it is, but it sounds like something that can be left alone.  If it stays for a month or more, have a doctor take a look.  Sometimes kids get superficial blood vessel collections on the face that look red.  They can be cauterized, but only if having them is bothersome.  Nothing serious in any case, so there's time to look into it.
