Abnormal appearance of glans(glands) penis

I am re-posting with a better photo.  A couple of years ago I noticed an area on the head of my penis on which the skin almost looked shriveled, like after exposure to water.  The appearance has gradually taken on a soft bumpy appearance.  There is no itching or discomfort whatsoever, and is accompanied by some splotchy pigmentation.  

Fearing genital warts, I have been faithfully using a homeopathic remedy that claims to be over 90% effective for four months now...no change.  

Wouldn't balantitis have accompanying symptoms?

i am having very similar symptoms.
my ex-gf did have HPV and was open about it.

have you gone to a doctor to get this checked out yet.
i first had just a few bumps around the glans (glands), but now it seems to be spreading rapidly and is all over the glans (glands) and looks similar to the picture above.

i am going to call tomorrow and get an appointment.
could it be anything besides hpv?
