Around the the underside of the head of my penis I have all these bumbs and a few of them are white. I never noticed the white ones before and on the top side of my penis I have something that looks like dry skin or eczema, just happen to notice the other day when i masturbated and the spot was right in the area where my hand fits. I don't pleasure myself that often, but i don't use lotion either, have i irritated the skin? The small lines of the top side, shaf part of my penis looks like little tiny worm shaped bubbles under the skin. (best way to describe it.)No pain urinating, and no puss or real blistering. Is my penis just dry?

Yes, I think so. And the little white bumps are common and normal. Keep your penis moisturized, minimize friction, and show your doctor next time you go, so you can get a definite diagnosis of the bumps.
