Anus rash after healed hemmrohoid and fissure

about a month ago i got a fissure and a hemorrhoid at the sametime and after doing all the recommended things they both healed. everything was find for about a week, and now it seems that i have a rash inside and outside my anus. i have to use preparation wipes instead of toilet paper, there's blood on the toilet paper after wiping but i dont bleed before or during the bowel movement though. it hurts and i have to use vasaline as you would for a baby rash. does anyone have an suggestions? im still waiting for my insurance card and cannot go to a doctor.
