Are these genital warts or Skin tags?

Are these genital warts or Skin tags?
I've had this for about a year. Froze them of once or twice but they keep growing back...
My girlfriend is freaked out... and i dont know what to do.

i have been having semi raised flesh colored bumps on my vaginal area for three years now. i only notice them around my period but thats maybe b/c i only look down there during my period. I'm really concerned now because i just started having sex with my boyfriend and i really dont want to put him in risk of hpv or getting genital warts...how can i tell the diffrence between warts and red bumps from irritation

I am sorry to say, but these look more like genital warts, especially since they reappeared after cryosurgery (you froze them).  HPV infection in male and female is difficult to detect in absence of genital warts and there is no test validated by FDA for this. Most labs however go for brush specimens or swab test. Once a person is infected, no treatment eliminates HPV infection or decreases infectivity, and warts usually recur after treatment because latent virus present in healthy skin adjacent to the lesion getting activated from time to time. If both you and your girlfriend are less than 26 years of age, then go for HPV vaccine. Use condoms (good quality ones) for every sexual act, oral or vaginal/anal. Your girlfriend should also get a PAP smear annually as chances of cervical caner increase with HPV infection, even if she does not have any warts.
If HPV infection is ruled out, then other causes could be giant condylomas, bowenoid papulosis, eythroplasia of Queyrat or Bowen's disease.  All these are potentially premalignant conditions and need to be diagnosed by biopsy.
