Are these genital warts?

Iv had these clusters of small skincoloured/cream bumps on the foreskin than folds to cover my penis head. If had them for as long as I remember. They are really small(I can't see them without strecjing the skin) I think there raised but I can't tell as there so small. They only appear in groups and none of them overtime have grown or anything (at least not massivly). I don't think they have spread.

They never used to bother me but now they're worrying me.

I don't know if they're warts as I'm 14 and a virgin and I have no warts anywhere else in my body(no one else has touched my penis). I have seen pictures of genital warts and they don't look like them but it's hard to be sure. Is there any other way I couldv gotten Genital warts?

Anyway I hope it's not genital warts.

hithere my partner has wart like symtops round his pubic hair area ...i dnt have these .does this mean he has chaeted on me we have been to gether for 1 year and a half could he have got them b4 that ......do they nedd to be sexuelly transmitted??
