Are these hpv warts and can I remove them?

7 years ago I shaved my pubes for the first time and I think it caused the hpv virus to grow two flat, perfectly round, light brown bumps. They look exactly like the common freckle/mole everyone has. They didn't go away and I stupidly shaved a few more times causing them to multiply before it clicked. Now I have about 4 small brown spots on either side of my penis base and one lighter smaller one half way up. They don't bother me in any way. Will it be safe-ish to use an acidic genital wart cream without seeing a doctor? Will a doctor be able to make a diagnosis without taking a biopsy?
