It seems that you had injured sensory nerve in perioral area. The lower lip and chin receive sensory innervation from branches of the mandibular nerve (branch of fifth cranial nerve –trigeminal nerve). If there is a scar in a lower lip area, it proves that injury went deeper than epidermis (superficial skin layer) into dermis (next skin layer where, among other anatomical elements, nerve endings are) and quite possible even deeper.

Topical capsaicin and menthol are often used as topical analgesic to temporarily relieve minor pains, but in order to prescribe adequate therapy, in your case, injury should be fully assessed by a physician trained in pain management therapy. Some of potential treatment options are: nerve blocks, nerve destruction, and nerve decompression techniques.
