Balanitis or other eczema?

Hi,

I am an uncircumcised 40 year old married man. Since January I have been having some problems on the skin of my penis' glans (glands). I saw several doctors, but they have not been very helpful. I am trying to figure out what to do...

The first time I went to a doctor was because I noticed a bump on the left side of the urethra opening. The bump is more visible when the penis is erect. There was a slight red color at the opening and the doctor decided it was a fungal infection. He prescribed a cream (15 GM Clotrimaderm & Hyderm Cr AA), but after using it for a weak, I felt discomfort and the skin started shedding.

I stopped using it and went to a second doctor. He took a swab for STD. The results of those and a urine test were negative.

I also noticed an increased number of  small skin-colored bumps on the head of the penis, so I went to see a third doctor. He said that this is probably a case of mild balanitis, and told me to drink lots of fluids and wash the penis with baby soap. For the bump in the urethra opening he said it is possibly a blood vessel. I also took an yeast medication pill together with my wife.

There has been no visible improvement on the skin... The skin is dry and with small skin colored bumps. There are visible blood vessels under the skin. Sometimes when I leave the glans (glands) uncovered in air, parts of the skin may turn whitish and may shed.

Last time I had sex with my wife, the skin on the glans (glands) appeared covered in multiple bright red small dots, as if I had a rush or have been bruised.

There is no pain, itching or discomfort of any kind.

I believe the current problem is a result of an allergic reaction to the cream. However, I am really concerned by the long healing period and do not know what to do to make it better...

So far I have tried:

-- taking baths in salted water (no visible results)
-- keeping it dry and clean (no visible results)

I am also concerned about the original bump on the urethra opening, because of which I went to a doctor. It is definitely something new, and I am not very satisfied by the doctor's diagnose that it is a blood vessel and it is normal...
