Blister on penis

First, I have not had intercourse in 3 years. A few months ago I was masterbating (masturbating) with a condom on and a red blister appeared where the shaft meets the head of my penis. I have masterbated since and spot increased in size. Spot gets dry and flakey but does not heal and go away. Dry skin comes off exposing raw red skin. Can this be healed? What should I be applying to it?

Vaseline is best.  Perhaps a little 1% hydrocortisone for 2-3 days.  Other than that, avoidance of friction.  The redness may last a while, but once the skin is smooth, it's best just to let the color go away by itself, which it will.
