Breast Atrophy from Kenalog injection in 17 year old

You assure some people that the atrophy caused by Kenalog injections (triamcinolone) will go away after a few months.  My daughter had kenalog injections in her armpit in May 2008 and it is now November 2008 (6 months later) and she has not recovered her breasts.  She went from a very full 32C to a 34A (32B).  Hopefully, it will not get worse.  The dermatologist who gave her the injection is not responding.  My family physician sent me to a pediatric gynecologist.  They are saying they will not return. What is the truth?
