Bright Red Spots On Penis

So, have a question.  I have had unprotected sex one time probably 3 weeks ago.  I have noticed that I have probably 10-13 tiny, less than a pen head sized bright red spots on my penis....Just the shaft, none on the head.  They do not itch and are not painful at all..  only when I am not erect can i see then.  When I am erect you cannot tell they are there.  I thought it could have been the beginning of genital warts, but i read somewhere that if you use vinegar and put on the spots, they should turn white if they are genital warts becasue of the acidity,  I did,  and the spots stayed the same.  They are not raised, they are just like tiny spots.  A few are close together, but for the most they are spread out....Just wanted to know if this was a early sign of warts?   No fever or anyhting like that eighter....My main concern is if it is early signs of warts, im pretty sure its not herpes. as there is not pain or ooze, or itching..

any help would be greatly appreacted.
