Bump/Inflamation on penis head (w/pics)

I have had a bump on the tip of my penis for over 2 years now it wont go away I've been to the doctors, I've been to a dermatologist. They found Pearly Penile Papules was the cause of white bumps around my penis but you cant see them in the pictures because my camera ***** although you can see the inflamation (inflammation) and bump Im talking about here they are. I was prescribed HC 1% Pwder in Ketroderm Cream ..its not making the bump or inflamation (inflammation) go away.
