Bump on base of penis, need advice

Alright so I have had this lump on the base of my penis for a few months now. I have recently become increasingly worried about it. I am pretty confident it first appreared from shaving and I thought I knicked a hair folicle but it has not gone away. I do not think it is an STI as my gf has no symptoms of warts. Does anyone know what it could be? Any advice would be helpful.
