Bumps and a flaky rash around the face???

Ok, I'm 16 and I live in Ohio, and my dad and I both have Eczema. I started getting a rash after going to South Carolina and being in this hot tub that was slightly green (this was about 2-3 years ago.) I developed a severe rash immediately afterward on my arm. It was riddled with bumps that flaked, and was very itchy and red. Complimenting this was a rash that I'd had since about 5th grade on my stomach, that was determined to be from a Nickel rash in my belt. This has since been long gone.
I have had numerous outbreaks of the same kind of rash on my arm, and there was also a flaking, peeling rash on the side of my face, which went away with a steroid cream. It comes back every once in a while, but now I have this rash on both sides of my nose, and around my lip. No, its not Herpes :P...but it gets very red, very bumpy, and extremely itchy after a hot shower. Two dermatologists believe it to be Eczema on my face, but the steroid rash cream doesn't work for more than a week, and then the rash seems to get even worse. Another dermatologist said it was a reaction to the steroid cream I'd used, and gave me Eledil (don't know how its spelled, sorry.) This seemed to work, until recently. Now all the rashes on my body are completely immune to both the steroid and the Eledil cream, and are spreading. All the dermatologists in my community have recently moved, and I would rather risk asking the question here rather than going to Toledo.
A side note - I am allergic to numerous things, and have to get allergy shots. A brief list would be most grasses, weeds, pollens, or most anything green I touch gives me a rash. As well as dog dander and cats.
P.S.S. I have recently developed another rash as it may seem, which causes any part of my skin to randomly itch to the calibur of chickenpox, even though there is nothing there. I itch and the skin gets blood red and is instantly speckled with many small, painful bumps. These last 2-3 days, and I have a very high tolerance to itching, having delt with rashes for about 6 years, but these itch like crazy and the sensation to itch does not flee.

Your current problem could be part of your eczema profile or it could be an allergic reaction to one of the many triggers you have mentioned.

Eczema  is a form of dermatitis, or inflammation of the upper layers of the skin. The term eczema is broadly applied to a range of persistent skin conditions. These include dryness and recurring skin rashes which are characterized by one or more of these symptoms: redness, skin edema (swelling), itching and dryness, crusting, flaking ETC.

Dermatitis is often treated by glucocorticoid (a corticosteroid steroid) ointments, creams or lotions. They do not cure eczema, but are highly effective in controlling or suppressing symptoms in most cases.
Unfortunately eczema is known for its recurrence, there will be periods of remission and then flare-ups brought on by stress, hormonal changes, allergic tendencies etc.

For your allergy you can take oral anti-histamines like Cetrizine and apply Calamine or Menthol/camphor based creams which will soothe itchy skin.
