Bumps and dry skin on my penis

I started out with dry skin along the cusp of my penis head which wasnt bad at first then it didnt go away
then a week later i started to get bumps around the side of my penis near the head
then today I found bumps on the underside of my penis head they are very small mostly skin colored
kind of shiny and dry. I don't have insurance to go to a dermatologist so I wanted to know if it was an emergency. They havent gone away but they dont itch burn or anything doesnt burn when i pee or do anything just feels dry and very bumps all below the head, Thank you

Without examination, confirmation of a diagnosis is tough but it can be contact dermatitis, rash due to friction rub,folliculitis,cysts ,molluscum contagiosum(multiple, small, dome-shaped papules, often with a central depression or plug) or genital warts(caused by HPV infection).

Apply warm compresses, Neosporin ointment and calamine lotion and avoid messing with it.You  can take anti-inflammatory pain killers like ibuprofen or acetaminophen. If the lumps persist then it will be best to get it evaluated from a dermatologist.

It is very difficult to precisely confirm a diagnosis without examination and investigations and the answer is based on the medical information provided.
