Bumps near Urethral Opening

I have recently noticed that I have a series of small bumps along both sides of the urethral opening of my penis, which I noticed upon closer inspection of a small reddish / purple dot at the bottom of my urethral opening after showering.  My GP inspected the spot, which he indicated looks like a popped blood vessel (it looks like a vein or such, jus under the skin - no pain).  
At the time of the doctor's visit, I also pointed out that the area surrounding the urethral opening was red and irritated.  He prescribed an antibacterial cream to apply twice daily.  The redness has gone, but I still notice the bumps on both sides of the opening (particularly when erect).  The bumps looks kind of like goose bumps (no real defined edges or head) and appear more like an allergic reaction, but am worried that it could be warts.

I should point out that I have been rather paranoid following an indescrete meeting with a stripper 8 weeks ago in which I received a hand job (no sex, no oral).  

Over the course of the last few weeks, I have applied numeorus types of creams and gels (aloe, hand cream, etc.) to reduce the redness that I was experiencing - so wonder if I could have just created a reaction around this spot?  If it were warts, would they be noticeable when not erect?  Can the skin surrounding your urethral opening just get irritated enough to look like what I describe from putting different creams on, etc?

I don;t think you have anything wrong with you at all, unless you count redness from overtreatment.  I advise you to leave the skin alone and see a skin doctor so you can forget your indiscretion and move on.

Thanks.  How long can it take to completely clear up from over application of medications?  It has been almost a week.
