Bumps on Penis

Hi, for a while now i have had two different kinds of bumps on my penis.  One set is twords the very bottom of the shaft on either side.  This look kind of like pimples but im not sure.  Sometimes I am able to squeeze out white cores as if they where white heads on my face but the bumps always stay there.  They also feel very firm underneath the skin.  The other set is on the underside at the base of the head of the penis.  These are very small, firm, white bumps that have never expelled anything whatsoever.  I would like to note that I am not sexually active so these couldn't be a result of an STD.

These could be hair follicles and sebacious glands, pearly penile papules or fordyce spots. Hair follicles and sebaceous glands are normal part of the skin's anatomy and are commonly found on the penile shaft. They may be visible as small nodules or might only be felt as small lumps in the skin. On the other hand, Pearly penile papules are benign, multiple, small papules running around the circumference of the crown of the glans (glands) penis. Fordyce spots are small  bright red papules that can appear on the glans (glands), shaft or scrotum and usually affect younger men. They are painless and not itchy, caused by abnormally dilated blood vessels, covered by thickened skin. For proper diagnosis, direct clinical examination is important.
