Bumps on inner thighs

My son is 2 years old and has had several bumps come up on both inner thighs even one on his stomach. They start out as one or two and spread to numbers in the 30's. He has done this before but they have gone away and never spread to this many. I have changed laundry detergent, body wash, lotions and i wash his sheets every other day in hot water. I have taken him to the doctor and they gave me an antibiotic and a cream but they didnt work. They cant figure out what they are without running several tests. They dont itch or seem to bother him.
