Bumps on my glans(glands) penis.

Last month ago, July 2 2009. I received my very first oral from my girlfriend.
We're both virgins and we never had any sexual contact with anybody else.
The day after I received oral from my girlfriend, I've had some slight itching on the tip of my penis and it went on to bother me for three days, always itching at random.
I went to the doctor and he told me I had urethritis. But I don't have any itching inside, burning sensation or irritation when peeing, and I don't have any discharge. He told me the bacteria on the saliva of my girlfriend's mouth was not normal to get in my urethra, that's what he said was causing the tip of my penis to itch. My urologist prescribed me Cefuroxime (zinnat) and I proceeded to use it twice a day for a week.
The itching went away.. but two weeks later... I've noticed my glans (glands) penis looking shiny and moist all the time, and it looked very scaly and dry. It isn't red and until now there isn't any red inflammation and parts on it. And up to now, there has been many small bumps, some flesh colored, some white. Both the color of my glans (glands) penis and some bumps are white. It isn't itchy. But i'm just bothered what it might be. They aren't clustered, but they're all around on my glans (glands) penis making it look very scaly and bumpy and dry. I'm having doubts because I shave also, and it was about the second week of july since i last shaved. I shave upwards (against the growth of the hair) and when it grew, sometimes my glans (glands) penis always hit the sharp points of the growing hair on my pubic region.
Right now I shaved and I didn't shave upwards. (I'm having doubts that the bumps and scaliness may have come from my glans (glands) hitting the ends of my pubic hair)

But I still want to make sure and hear your opinions about what it might be.
