Bumps on penis, HELP

A few months ago I devoloped these bumps on the shaft of my penis as well as a few in my pubic area.  They are painless, they don't itch, but sometimes I feel I get a tingling sensation where the bumps are located.  They don't look anything like the genital warts pictures I have seen on the internet nor do they look like pictures of genital herpes, which is relieving although I keep reading that genital warts can be small just like these bumps.  The bumps are no larger than 1mm in diameter and they are flesh colored (pinkish/red white.)  They look kinda like a pimple, but they do not have a head like a pimple.  I have tried all sorts of creams from anti-fungal to normal acne cream and none seemed to work.  These bumps are hard to the touch but are very small so I cant necessarily determine if there is any cauliflower appearance. The bumps seem to be spreading, one just got smaller and almost went away and once that did, two more appeared.  They seem to be very very tiny compared to warts or herpes and they don't seem to be getting bigger just spreading. I have been masterbating (masturbating) a lot I was thinking it could be the oil from my skin etc.  These bumps do not really look like molluscum because I see no indention.  Pretty much, I don't know what these bumps are and they are scaring me.  I am posting a picture, maybe people can help....

if their getting bigger/spreading I would go to a doctor. If they are not spreading and you can pop them they are simply pimples. Other then that I do not know good luck.

i have a similar problem, but the bumps arent really visible until the skin is kind of stretched out a little...

i had a small pimple like in apperance around the the sulcus of my penis and its they are about two piceces of them the experienced nurse at the clinic told me that it was nothing and just had it removed through cauterization how iam i ever know if it is a normal bump or a genital wart can any doctor please help ... what does a normal bump and a warts look like i havent been sleeping for days
