Bumps on vaginal area/labia area, clear fluid, slight pain in between thigh and vagina, Can someone help me?

Hello, I am a 23 year old female through out my few years being sexually active I have been a bit careless and had a couple of sexual partners that I did not use protection with. I recently was tested for everything in febuary oh this year, and in april/early july when I was in the hospital for an ovarian cyst.
Since I was 18 years old, I only had 5 partners by age 18, 3 were unprotected, and one of them I was with for 4 years so we did not use protection. I started getting these bumps.. sometimes I feel a bit of pain in between my labia and thigh region.. like sensitive to the touch.. almost like my skin hurts. This is followed about either a few hours or a day or so by these tiny bumps, clear filled fluid comes out of them if busted or squeezed and it hurts a lot when squeezed. I usually get them either right before my period or right after my period, this time though i got it during my menstrual and it hurts because my pad rubs against it. I have been getting them like i said since i was 18. Before I was 17 i was not sexually active, so I did not shave down there often. Once I became active with my ex partner of 4 years was when i started getting them, because I started shaving everything down there.
I don't know what they are but I read similar stories if not identical on here so I don't know if i should be worried or not, I WANT to get it looked at but I am scared and I am embarrassed because who wants poking around down there while menstruating.
If anyone has similar stories or any clue what this could be please let me know so I know im not alone and can cancel out any serious condition I could be facing. Thank you.

A few more things to mention:
Tenderness in between thigh and labia before and during time of bumps
Usually come before my period once every 2 or 3 months, or as of recently last month, and this month
When squeezed clear fluid comes out leaving a red area of exposed skin, almost as if the skin was broken open

Hello,
Since you had unprotected intercourse and these painful bumps, so definitely herpes is a likely possibility which needs evaluation. The other possibility is of folliculitis or boils.

The only way of ruling it out is by getting yourself tested for genital herpes. Laboratory tests include: culture of the virus, direct fluorescent antibody (DFA) studies to detect virus, skin biopsy, and polymerase chain reaction (PCR) to test for presence of viral DNA. I sincerely advise you to consult a dermatologist and get it ruled out.

It is very difficult to precisely confirm a diagnosis without examination and investigations and the answer is based on the medical information provided. When I was at the hospital they tested my urine and blood and cultures and they came back negative whilst I had them 2 months ago. Also My boyfriend and I have had sex before when I had them and he has come back negative too. He also shows no signs of bumps at all. He is perfectly ok. I am scared what if it is some kind of herpes? I am embarrassed and scared to get checked by a gyno, plus I have no insurance and no money to pay for a gyno visit...

I also wanted to add I read up on genital herpes and it says they cluster and scab over.. These bumps I keep getting happen in the same 2 areas sometimes one side gets it.. and other times both sides get it. They do not cluster.. its usually just 3 small clear fluid filled bumps. I get like a swollen feeling in my left leg, like my skin feels tight and hurts to the touch, like when something cold like a toilet seat touches my skin it hurts. So tenderness on whichever side the bumps have shown up on. Right now the 3 tiny bumps are on the left side left labia, so in between the thigh and labia the skin is sore, and my buttcheek feels a little tender as well as top of left thigh.
