Bumpy Ankle Skin

Okay, I've had this problem for a year or so, and it's just really annoying. The skin on my ankles is discolored and bumpy. It started out as just a light brown patch on the inside of one ankle and outside of the other. Then the patches themselves were a bit raised, and now the skin is very bumpy. The bumps don't itch, but they are spreading, and now go in almost a full ring around both of my ankles, and today I noticed them moving up the back of my legs a little bit. Like I said, they don't itch, but it's just really aggravating. If anyone can give insight into this, that would be awesome. I went to my doctor about it and she couldn't think of anything. She put me on a steroid cream but I stopped using it after a few days as it made the area start to itch very badly, and I prefer the bumps to the itching. Should I have kept up with the cream, even though the itching was at times unbearable? Can anyone tell me what I have?
