Burned on the penis

Hi,I was burned on the penis shaft & left with a scar & pain. My question is what doctor to see, dermatologist or plastic surgeon? Also sense it's on the penis shaft will they do anything or just charge me a office call & send me on my way? Money is tight. Thanks
