It is OK to use a mild steroid on a localized area.  Just check to see whether it helps--it should do so in a few days.  If that happens, then just use it from time to time as needed.  Other options are Protopic and Elidel, two non-steroid creams used for eczema and inflammation.  But first see if the steroid helps in the short term.

Could you please define "mild steroid"? OTC hydrocortisone 1% or an Rx?; if Rx, what specifically-- I was thinking of Desonide 0.05% ointment-- would that be OK or too strong? Thanks Ed S.

You are correct about both--1% hydrocortisone or desonide 0.05%.
