Can an infestation be itch-free?

Two toddlers sharing a bed have an itch-free papular rash for months -- fairly generalized (not palms/soles/mucous membranes).  New lesions almost daily, they come and go.  No relief with previously tried topical steroids or antihist.  This looks so much like a mite infestation, but no itch! Is it still possible?  Can bed bugs cause a non-itchy rash?  Thanks!
