Can anyone help me out with my question

I have what to me looks like a potential rash on the glans on my penis.  No itching, no discomfort.  Awhile ago, I had a heat rash on my inner thighs and groin area, but it seemed to have gone away.  I used some hydrocortizone cream on the head of my penis in which it looked like it went away; however, once i stop it came back.  Its summer and I tend to sweat in my groin area.  Can anyone potentially give me some insight on what this maybe?  A picture of the following is attached.  Oh by the way, I dont know if this is important or not, but I put peroxide on it while in the shower and it fizzled?  No burning or anything, just fizziled.

Thank you for the reply.  The only thing that confuses me is it went away, but if it sweats in my groin area to much it comes back?  It comes as bumps but than turns into dry flakey skin that eventually goes away if I use hydrocortisone cream.

More an irritant reaction.No to peroxide!
