Can cryogenic freezing cause permanent damage?

Years ago I had what was believed to be a wart removed from the tip of my penis using cryogenic freezing.  The doctor however sprayed the entire area (and was not concerned about just spraying the affected area), and I returned for another visit to have the area frozen again.  Ever since then (6 years ago) the skin has never seemed to heal properly and after sex I have pain on the tip of my penis where the cryogenic freezing took place.  The skin gets very irritated and inflamed after any mechanical irritation.  There is also a tingling sensation in my scrotum (not positive if that is related - if not do you know what dermatological issues could cause tingling in the scrotum)?  

Could the cryogenic freezing have damaged the skin permanently?  Are there nerves at the tip of the penis that could've been damaged as well?

Freeing with liquid nitrogen cannot cause permanent damage of the nerves or skin.  I suspect that you have mild irritation and heightened sensitivity caused by concern that you have damaged your penis, which you haven't.  A dermatologist can give you further insight in person, and treatment if needed.
