Can it be scabies?

Its been a month and half and the symptons on my penis went away and  then I masturbated and they came back then went away, i masturbated again and now they here again, except the rash isnt there...just small pimples with a white tip after about a day and then they begin to go away.  I showered with Dial anti-bacterial soap and they almost seem to disappear but then after return. It does not look similar to any type of disease, except scabies.  the pimples resemble scabies.  I was test for HIV, Syphilis and gonerhea and it all came back negative. Any suggestions?

Scabies are incredibly itchy...you'd know if that were the case!
