This is my problem. On both of my chicks I have spots
that total of 20. They are red, where some of them are coming higher than the skin and some are just flat. All of them have hard cores just under the skin. These cores are like balls (similar to fat balls) which trying to squeeze cause pain. And all of them have hair inside.

They sound like blackheads and folliculitis. Cleanse the area thoroughly and apply a good mild exfoliating scrub on that. Apply a medicated cream or gel containing resorcinol, salicylic
acid or benzoyl peroxide. This helps is soaking the oil and helps in peeling away the blackheads. If benzoyl peroxide leaves your skin dry, apply an oil-free moisturizer after 10 mins of applying benzoyl peroxide. Topical antibiotics such as mupirocin or neomycin can also be applied.
If the symptoms persist then oral antibiotics may be needed for which I suggest you to consult a dermatologist.
