Chafing On Penis

About 3 months ago, I got a couple of cuts on the head of my penis, which I believe I got from scraping on carpet during sex. As they started to heal, I had sex several more times, with a condom, and the cuts began to grow. Now, the whole head of my penis, and the area just below the head has what seems to be a scrape. It scabs up, and I have been treating it with Neosporin, but it doesn't seem to go away. Every time I become aroused, it's rubbing against my boxers which doesn't help it clear up. I have never been diagnosed with an STD, but am beginning to become worried about this problem. Is there something else I can use to help this heal? Do I need to see a doctor? If so, what kind of doctor do I need to see?

I don't think you have an STD.  I think you have chronic irritation, and all your penis needs is some rest, not recreation.  Avoid friction for a while, use liberal lubrication, and see if it isn't better in 7-10 days.  If it isn't, then you should see a skin doctor for a medicated cream.
