Confused about HPV Diagnosis

Hello, Thank you for your time.
Here is my situation:
I have a skin tag growth that was left over from my circumcision when I was 16 years old. The way the stiches were put in left this piece of "scar tissue" after the surgery. I went in for an STD test when I was 18 and a doctor said that I looked warty. I was very confused because I didn't have any changes that I was aware of at all. I told him that the area he was looking at was from my circumcision.
This is where the confusion begins: He put acetic vinegar on me and it turned white and he also attempted to treat it with Liquid Nitrogen ( at least I think it was Nitrogen ). It burned. As young as I was, back then I simply thought I had HPV since the solution turned white - I didn't know any better. To be honest I didn't even know what he was looking at!
I've had multiple other health practitioners examine me years later and they did conclude that this "skin tag" could indeed be mistaken for a wart and that solved my "problem"
Recently the thing that threw me off was I had a wart treated on my finger and I was trying to "remember" if the same effect took place when I was treated on my penis ( Swelling, blistering, and then scabbing over). I was thinking to myself " I don't remember this type of reaction on my penis!?."( This is 10 years ago! ) I remember some swelling and redness and so forth but nothing scabbing or peeling off. I know that he didn't scrap the wart as it was done on my finger and I also remembered that he applied the solution with a Q-tip rather than a spray since it was smaller.
The question that I have is: If Liquid Nitrogen was placed on this "Skin Tag" of scar tissue is it possible for it to NOT go away or change - because it didn't? After seeing what the Liquid Nitrogen did to the wart on my finger I was thinking "was he looking at some other bump that I never saw?" Any insight would be helpful to me! Thank You.

It does not sound as though what you had on the penis was a wart.  I think you've seen enough doctors to confirm that for you.  The way the wart on your finger behaved after treatment has absolutely nothing to do with the way you remember your penis spot responding.  There is no reason for you to revisit the penis question again.  It's time to move on from that, I think.
