where the foreskin meets the tip which has now healed, but it grew back strangely. It is small but annoying, it looks like very small flaps of skin. Any suggestions?

If the grown foreskin is not causing any pain and can be retracted normally without any discomfort then it should be left as such. But if it is causing pain or can be retracted with difficulty then phimosis needs to be ruled out which is due to formation of an adhesive ring. Treatment includes application of a steroid cream to the foreskin up to three times a day for about a month to loosen the adhesive ring
I suggest you to get an evaluation done from a dermatologist in that case.
