It is very common for moles to regrow and they may vary in size from the original one that has been removed. Usually they are smaller in size than the previous one and very rarely is a bigger one seen.

I had an appointment with a dermatologist today... he was very unhelpful... he isn't sure if it is moles growing back larger than before or if it is hyper-pigmentation from sun exposure... I am 90% sure that it is sun exposure, so should I just keep using hydro quinone cream?

I strongly suggest you not to use hydroquinone cream without a dermatologist’s supervision. Hydroquinone has been proven to be carcinogenic and is not FDA approved in USA. Firstly get an examination done from a dermatologist and then only start with the treatment.
The dermatologist knows I'm using hydroquinone and says it isn't dangerous at all, I had an examination gave me the options of bleaching and liquid nitrogen.
