Daughter's Scalp

Dear Doctor, upon examination of my daughter's scalp with a Woods Lamp (with magnification 5x), I see what I believe to be sebum plugs, which I can scrape off with my fingertip.  They are rather hard.  Would sebum plugs flouresce a coppery hue, or is this some type of fungus...  Besides these plugs, I also see it flouresce this color right below the first layer of dermis of her scalp.  She does have very oily hair.  She does not have what you would consider "typical" dandruff....instead, these "plugs" can be seen as small grains of sand in her hair, here and there.  She is 10 years old.  Her hair has become rather diffuse, particularly on the sides of her head and the top of her forehead, and I can tell she is starting to become self-conscious of this, and my heart breaks.  Any advice would be terribly appreciated.
