Dead layer of skin on my testicles and penis

Twice now in the past two weeks I have had my testicles and penis covered by a dead layer of skin.  I don't know what is causing this.  Last night when I got home and undressed, I noticed how my testicles felt extremely dry and rough.  On closer examination I noticed a layer of dead skin covering my testicles.  I took a bath and was able to rub most of the dead skin off.  This morning when I inspected the area, I noticed I had a layer of dead skin around my penis as well.

I had the same thing happen about a week ago, but at that time, the dead skin was more pronounced around the head of my penis.

I'm really not sure what you mean by dead skin.  Perhaps you mean dry and rough skin, which would suggest that what you have is eczema.  You might want to try hydrocortisone 1% (OTC) twice daily--seeing whether that makes the problem go right away would help clarify the situation.  However, for definitive diagnosis and treatment, you'll need to see a doctor.

This does not sound serious or infectious, however.
