Dermatologist

My husband has had white scales around the gland's penis (between the head and the body)... when he went to the Dr. he was giving an ointment call Alclometasone Dipropionate.  He has it for so long now that we can't even remember how it started. He was told by the dermatologist that athletes get that because they sweat or stay in water for too long. My husband's penis never got any better. He uses the cream everyday for a while now uses it only after sex and if for whatever reasons forgets to use it after sex he gets this white coating over his penis and it becomes worse.  The scales come off and new ones grow... he also have little red bumps around his penis. we've been married for 3 years and none of us have any sexual diseases or infections.  What could this Chafing/scale like white thing be???
