Discoloration in Skin

I have recently had burning in my scotum and anus area which is subsiding, but I noticed that on the head of my penis there are small little white spots. They look like the are discolorations in the skin pigmintation, they are not blisters, and I am wondering what this could be.

Could I have some sort of alergic (allergic) reaction or could it be an STD. I have no other symptoms.

Once you start looking carefully in the groin, it's remarkable what you can see.  Little white spots sound to me more like cysts, which are common in the area and mean nothing, than like any kind of STD.  Your burning symptoms probably drew your attention to something which had been there for a while.  At any rate, you should show them to a doctor for definitive diagnosis, but meantime just leave them be.
