Does my boyfriend have a mole or a wart?

Hello!

I can't find any pictures on the internet that resemble what my boyfriend has on the base of his penis.

We've been together for 2 1/2 years and maybe about 8 or 9 months ago I paid attention and noticed a good 1/2 an inch or so of raised dark brown lumps. I asked what the heck they were and accused him of having warts but he had told me he's had it since he was young and it's a mole. I'm nervous that maybe he is not telling me the truth.
I secretly watch it and it hasn't spread or gotten bigger. It grosses me out.
It does look like cauliflower but not in a wart kind of way (from what I've seen on the internet) It's not in a perfect circle but kind of like 3 circles making a distorted rounded triangle. And dark brown like chocolate-colored. It doesn't look dry or moist, just like "dewy" skin but definitely raised. (Can't you tell I've been studying it?)

He doesn't have insurance so a Dr.'s visit is out of the question for him and I don't want to carry on about his skin "thing" and make him feel bad.

Is there any way for you to maybe tell me what it is? A mole or warts? I haven't noticed anything on my own self, so hopefully it's just a funky looking mole!

A mole seems most likely if he's always had them.  A lot of guys have skin tags.  There are a lot of odd growths.  My BF has a mole on his tummy that looks like a third nipple.  He says it's just a mole, but I wish the doc would have taken it off when he asked him to.  The doc said to leave it alone.

Hello,
These can be due to moles or even benign skin growths like seborrheic  keratosis or Fordyce spots which resemble moles. If he has it for a long time then chances of warts are less. However until and unless a biopsy skin is done, diagnosis cannot be confirmed.

It is very difficult to precisely confirm a diagnosis without examination and investigations and the answer is based on the medical information provided.
