A dry scaly spot could be dermatitis, eczema, or tinea corporis caused by fungal infection among other things. Tinea corporis or ringworm refers to a fungal infection of the body and it starts as a flat, scaly spot which then develops a raised border that advances outward in a circle. Diagnosis is through microscopical analysis of the skin scrapings of the affected area. Treatment is over the counter topical anti-fungals for two weeks. Eczema, on the other hand, presents with one or more of these symptoms: redness, swelling, itching and dryness, crusting, flaking, blistering, cracking, oozing, or bleeding. Diagnosis is through skin appearance and by a scoring system used by doctors. This is usually treated with glucocorticoid ointments. I am not sure if I have answered your post previously.
You have described the spot as dry and scaly. I would not be very concerned at this point. Unless there are similar spots in other parts of the body or if there are associated scaling, ulcerations or discharge from the area, then this may need further evaluation.
This may be a fungal infection or a lichenified skin area secondary to scratching or picking on the skin. Just continue applying moisturizer .Wash with warm water and do not scratch or exfoliate. We do not want any infections or further irritation here.
