Dry/burnt forskin on penis

I've had this very dry patch of foreskin on my penis for about 2 years now. I have tried using moisturizers such as aqueous cream but none of them seem to work. I'm only 19 and this makes me very subconscious, I was hoping that some one could point me in the right direction of a cream that would help cure this condition. The only way to properly describe it is to show you a couple of photos as it doesn't look like normal dry skin. I've never had sex so it isn't and STD. I would really appreciate any suggestions. Thanks.
