Dry thick skin growing on toes

For the last few months I have noticed that on my large toe and the 'pointer' toe next to it there has been a layer of hardened dry flaking skin. It doesn't take much effort to break away the layer which isn't attached to the skin all together and pull off large chips of white skin. It doesn't itch, or burn or anything. It's just ugly. My toe nails and the skin around the area are normal and the skin under this dry chip like skin is red and dry. I wear shoes and socks and I don't think I sweat that much on my feet.... Anyone have an idea of what this could be?
