Dryness and bumps around lips

So I have eczema and every couple of weeks I get really dry sometimes flaky and often with small bumps that turn really red or turn into little zits( I never get acne only when this happen other wise I have a prefect face) then my lips get really dry. So I drink lots of water, apply carmax and put Vaseline and it won't go away, it will stay for up to two weeks then disappear then come back! How do I get rid of it?
