Extreme Dryness of Lips

Trying to determine what is going with my father's lips.  He has been fighting with this lip infection/dryness for 1.5 years now and has gone into the doctors multiple times with no resolve.  His symptoms are extreme dryness and inflammation with the lips occasionally getting white patches that will sometimes blister up into a white head.  It also oozes clear slimy liquid that is sticky to the touch.

All blood tests show no signs of anything out of the ordinary.  Tested for Oral Herpies (herpes) and all came back well.  The ONLY thing that has helped are solutions containing steroids, which caused it to clear up in almost two days however the doctor refuses to continue prescribing this medication.  They get soo dry that they crack and bleed constantly preventing him from eating, talking, drinking, kissing normally.  

It is nearly impossible to keep them moisturized.  He has used Vaseline, Carmex, Cortisone, antibiotic solution, he even went so far as to try some medication for athletes foot.  Below I have linked to two videos, one up close and one normal distance.  I have also included links to high rez photos of his lips up close that are hosted on my website for download.  Any help or direction would be greatly appreciated.  I hate seeing him in pain like this.

I did go through the photo's and my impression is that this is 'Erosive Lichen- planus'.
A biopsy would be essential in confirmation of diagnosis and further treatment.
Topical steroids do help here.
