Face rash, dry scalp and more

Hi,

For past 7-8 years I have a severe dandruff problem, which I am able to manage it using Nizorol (twice a week). Few years back I started getting white small flake like particles in my eyebrow, behind nose and in ear. Along with that I have itch and some discoloration in shaving area. I have treated them with hydrocortizone 2.5% and saw the restoration of skin color. In last 6 months I see lot of red bumps, pimple like in my forehead and around the scalp. They are sore and come and go. I noticed it after my vacation for couple of months when I did not use Nizorol shampoo for 2 months. Now I am being treated with hydrocortizone and KETOCCONAZOLE shampoo. My scalp is fine but my rash/red bumps are still sore and severe. I have some skin in chin and neck (shaving area) discoloration too.  I am 39 year old male of asian decent. Doctor says that red bumps is kind of acne and rest is most likely a fungus. She is my physician and not dermitologist.

I don't have much issues elsewhere. Sometime I get itching in between my chest and some white color rash on my arms, which comes and goes.

Observation:
Flake/white dandruff (on my face and ear) is usually very noticible after I wake up. My face has also became very dry and rough in past 6 months. For past 4 years we heavily used electic heater throughout night. I felt dry skin after wake up.

What could it be?
