Facial Hair

Hi, I just got a quick question about facial hair.  I'm a 26 year east indian male who has always had trouble growing facial hair.  As Indians are known to be able to grow big beards, I'm wondering if it can be due to some type of testosterone diffiecncy.   My brother and father are able to grow facial hair with ease but for some reason mine just doesn't seem to ever grow.  No one else in my close or extended family seems to have this issue.  Does anyone know if I can do anything to help it grow, like it grows in weird light patches at select areas.
